Launch of NRCan Fenestration Verification Testing Pilot Project

Dear ENERGY STAR Fenestration Participants,
Natural Resources Canada (NRCan) is writing to inform you of the upcoming launch of a fenestration verification testing pilot project, developed in collaboration with the Canadian General Standards Board (CGSB).
This pilot project is being implemented under NRCan’s authority to validate energy efficiency ratings of windows (an important component of the building envelope), improve our understanding of the accuracy of simulated performance values against real world performance, and help maintain the integrity of the ENERGY STAR Canada program for windows sold in the Canadian marketplace.
Purpose of the Pilot Project
The objective of this pilot project is to:
Evaluate the performance of windows available in Canada against the values reported to support evidence-based policy development.
Testing will begin with certified ENERGY STAR windows and their associated performance values, as there is a defined level in this category
Testing will focus on U-factor performance, with air leakage testing conducted as a secondary verification where warranted. Testing will be carried out by ISO/IEC 17025-accredited laboratories, using established fenestration energy efficiency standards, in accordance with the framework established between NRCan and CGSB.
Product Selection
As part of this pilot, fenestration products will be selected at random from the ENERGY STAR database of active certified models. Please note:
Random selection does not imply non-compliance, concern, or wrongdoing.
Selection is part of a statistically neutral process designed to assess overall market performance.
We intend to include all provinces in this pilot project (big and small manufacturers)
For the pilot project, all associated costs will be covered by NRCan (buying and shipping the product)
Alignment with Participant Obligations
Under the ENERGY STAR Participant Administrative Agreement, participants agree to provide fenestration model samples for verification testing when requested by NRCan. This pilot project is being conducted in alignment with those provisions.
If one of your products is selected:
NRCan (or CGSB acting on NRCan’s behalf) will contact you directly with detailed instructions.
Information will include timelines, logistics for sample submission, and the accredited laboratory involved.
NRCan will work with participants to ensure clarity and transparency throughout the process.
What to Expect Next
At this stage, no action is required from participants. This message is intended to provide advance notice and transparency regarding the initiative. Additional communications will follow should a product associated with your organization be selected.
