Federal Government Input Request on Supply Chain

On March 5, we received a Domestic Supply Consultation request from the federal government asking for industry feedback on the remaining items on the Steel Derivative Surtax list.


I would encourage manufacturers and suppliers to review the list and provide feedback on any HS codes that affect your company. This is a good opportunity to signal to the government which products cannot be reliably sourced domestically or which products create supply chain challenges for your business.


Submissions are due March 15, 2026.



As noted in our previous update, HS codes 3925.20.00 and 8302.41.90 have been removed from the surtax list, and this consultation reflects their removal.


Our industry is currently waiting for the CBSA to issue a Customs Notice related to the Order in Council created by the Department of Finance that removes these two HS codes. Once that notice is released, we will send a follow-up email outlining the details.


The CBSA Customs Notice will:


  • Clarify the details and reimbursement process related to the surtax remission.

  • Signal the CBSA to stop collecting surtax on these items.


As a reminder, CBSA also announced on February 2 the opportunity for mass adjustment submissions. Once the Customs Notice is issued, companies can work with their customs broker or submit directly through the CARM portal to file a single refund request covering eligible imports under HS codes 8302.41.90 and 3925.20.00.
